A master developer agreement signed in 2009 set out a 279 acre development zone planned for 3,434 residential units and two million square feet of commercial space, and Block 39 appears among the five approved projects on that developer's own undated page. In May 2026, New York State still described the Block 39 site as several underutilized lots adjacent to the existing rail station.
A groundbreaking on North Main Street was announced by the village in December 2016, after what it called nine years of debate.
What has actually opened nearby came from other sponsors. 159 Main is a 228-unit income-restricted property operated by Conifer with Community Development of Long Island, near the rail station and transit hub, and as of July 2026 it was leasing from its lottery list and waitlist.
The village posted that lottery in September 2025, open until the end of October, with applications in English, Spanish and Haitian Creole.
Estella, at 150 Bedell Street, held a state housing lottery in 2025 covering 53 one- and two-bedroom units at 50 and 60 percent of area median income, developed by Concern Housing, one block from the rail station.
A larger market-rate project is approved but unconfirmed on the ground. The Town of Hempstead Industrial Development Agency approved a modified benefits package in March 2026 for a $123 million, 246-apartment project on a 1.69-acre lot off Main Street, with a 25-year payment in lieu of taxes and 25 units attainable at 80 to 130 percent of median income. The same agency had approved a 173-apartment plan on that property for a different developer in 2021. Construction was reported as set to start in July 2026, and no source confirms that it did.
The public money announced in May 2026 goes somewhere unusual. Two of the funded projects are workforce instruments rather than housing: an Innovation Hub at 150 Bedell Street, fitting out an unimproved commercial space within a new mixed-use development as a training hub, and a Workforce Center in the Hempstead Bank Building at 54 Main Street, converted to office space and a workforce development center.
That money came from a Downtown Revitalization Initiative award, announced in March 2025, in which the state described Main Street as the social, retail and civic heart of the community.

The village is a dense, largely renting market. Hempstead village records 59,169 residents at the 2020 census and an estimated 59,819 in July 2025, across 17,108 households at 3.37 persons per household, with an owner-occupied housing rate of 47.5 percent and a median household income of $90,420.
The village states that the rail station and the Rosa Parks Hempstead Transit Center together served over 3.4 million riders in 2023. That figure is the village's own, given in a funding application.
The rail connection changed in February 2023, when Hempstead Branch trains began running to Grand Central, with Grand Central Madison as the branch's primary western terminal.
The village also states that its Downtown Overlay Zone, established in 2012, is a form-based zone. That too is the village's characterization.
Two of the buildings named above fill differently from ordinary rentals. 159 Main was leasing from its lottery list and waitlist as of July 2026, and Estella held its housing lottery in 2025. A household placed through a lottery and a waitlist is committed to an address before it starts choosing anything else locally, so the opening for a business is narrower and later than it would be with a household still shopping for a town. The 246-apartment project is not that kind of supply, setting aside 25 units at 80 to 130 percent of median income, and should not be marketed to as though it were. Reaching people at the moment they are placed runs through the village and the sponsors. Reaching them afterwards runs through search and reputation once they are living here, and those are different jobs on different timelines.
