A former industrial waterfront becoming a neighborhood.

The land itself is the story. The Li Tungsten Corp. Superfund site processed tungsten ore and metals from 1942 to 1985. Cleanup was completed in 2008, and the federal record describes the site today as reused for the Garvies Point mixed-use development, with homes, commercial and retail space, open space, a waterfront esplanade, an amphitheater and a marina.

The planned scale is on record as a planning description, without a date. The Long Island Regional Planning Council lists Garvies Point as a project of regional significance: a 56-acre former brownfield and Superfund site planned for 1,110 homes, 50,000 square feet of office and 25,000 square feet of retail, restaurant and cultural space.

The financing instrument is a long-running industrial development agency agreement. The Glen Cove agency's 2024 annual report lists Garvies Point, owner RXR Glen Isle Partners LLC, with a total project amount of $1,000,000,000 and an approval date of 14 May 2003.

For the 2024 financial year the same report shows Garvies Point property tax exemptions of $9,316,728 against payments in lieu of taxes of $4,827,043.

Building has not stopped. In February 2026 the developer announced groundbreaking on The Arden at 100 Dickson Street, 101 market-rate rental apartments across five stories, 12 studios, 36 one-bedrooms, 45 two-bedrooms and 8 three-bedrooms, with about 2,400 square feet of retail. Move-ins were planned for February 2027, which is a projection.

A second cleaned-up Superfund site carries the ferry terminal. The former Mattiace Petrochemical site, a chemical distribution and drum-cleaning facility, is now used for the Glen Cove ferry terminal and boat basin. The city states the terminal could handle about 1,600 passengers each weekday, that service planned for spring 2020 was postponed by COVID-19, that a survey in autumn 2022 showed modest demand, and that it is monitoring demand before attempting a pilot. In May 2026 the city council approved a license allowing a water taxi operator to use the terminal during an expected rail strike, a contingency rather than a service.

There is no state downtown award behind any of this. The city held a public engagement event in September 2024 for a Downtown Revitalization Initiative application, and Glen Cove does not appear among the 2025 or 2026 Long Island winners.

The buildings that have opened are a mix of tenures. The Green at Garvies Point was completed as 55 affordable apartments for households earning up to 100 percent of area median income, a $32 million development. Harbor Landing delivered 385 rentals and The Beacon 167 condominiums, against a planned total of roughly 1,100 apartments and condominiums.

The wider city is close to evenly split between owning and renting. Glen Cove records 28,365 residents at the 2020 census and an estimated 28,190 in July 2025, with a median household income of $92,064, and an owner-occupied rate of 51.0 percent.

Homes now stand on land that was an industrial and metals processing site until its cleanup completed in 2008, and more are under construction on the same ground. A business selling into those blocks is selling into a part of the city whose housing is newer than most local trading histories, across rental, condominium and affordable tenures that do not behave alike. The waterfront asset a business might expect to bring people past the door is a terminal that is built and not running in regular service, so footfall has to be earned through search and reputation rather than assumed from the water.
